On July 27, 2020, there was a fatal Elgin hit & run accident. This fatal Elgin hit & run accident led to the death of one bicyclist, with another bicyclist being injured.

The accident occurred as a suspect ( Lance C. Neal, 28) was allegedly attempting to flee (drive away) from police.

Kane County prosecutors and Elgin police allege that the afternoon of July 27, 2020, Neal was driving a car in the area of East Chicago Street and North Spring Street when he struck a vehicle and fled the scene. The driver of the vehicle followed Neal and flagged down an officer, who pursued Neal south on Raymond Street and attempted to stop him.

Neal continued to accelerate well beyond the 30 mph limit until he lost control of the vehicle and struck two bicyclists in the area of Raymond Street and Purify Drive.

After allegedly striking the bicyclists, Neal allegedly abandoned the car and fled the accident scene on foot. He was later taken into custody.

Neal faces various charges, including three felony charges.

One of the victims, 52-year-old Sandra E. Sampey, of Bartlett was taken to a local hospital, where she was pronounced dead. The other victim received life-threatening injuries and remains hospitalized.
